This list is published, not monitored. An address that opens is not an address that is genuine, and the signed roster entry explains what actually settles that.

Often shortened in messages. It means releasing the funds before the order has arrived, which is a real decision rather than a formality.

What it literally says
That you are confirming the order as complete now rather than when it arrives.
What it actually means
You are signing the release ahead of delivery, which ends the escrow arrangement on that order. From that moment there is nothing held and nothing to dispute over.
What it does not mean
That the order is guaranteed, that the vendor is obliged to anything afterwards, or that a dispute remains available. It does not. Finalising is the end of the mechanism, not a formality inside it.
What to do
Ordinarily, decline. Finalise when the order arrives, which is what the window is for.
If it looks different
Pressure to finalise, a deadline attached to it, or a discount conditional on it. All three are the request doing work it should not need to do.

Why vendors ask

Not always dishonestly. Funds held in escrow are working capital a vendor cannot use, and a vendor with many orders in flight has a genuine cash flow problem. Asking regular buyers to release early is a normal response to that, and plenty of vendors who ask are entirely straight.

The difficulty is that the request is identical whether the reason is cash flow or something else, and you cannot tell them apart from your side. What you can tell is what you are giving up, which is everything the arrangement was doing for you.

The narrow case where it is defensible

The uncomfortable partThe account you have a long record with is also the account with the most accumulated trust to spend at once, and accounts change hands quietly. A record is evidence about the past rather than a guarantee about the next order.

What it is not

It is not politeness, it is not a formality that speeds things up on your side, and it is not something you owe a vendor for being pleasant. It is the one action on the platform that converts a protected order into an unprotected one, and it is irreversible.
